Oh I get it. They were waiting for Master Chief to come. And the thing that the guy was targeting said "Sierra 117" Which is the name of the first level in Halo 3, possibly the name of the area in which he lands. And 117 is Master Chief's Spartan #. So this probably takes place right before the game.
